juju-core 1.9.12 draft release notes are now available

It looks like we have a decent set of cards in the merged column in 
leankit so i'll be converting them into release notes. As always, if you 
want to make mention of a feature or improvement, don't stand on ceremony.

I'll be doing the release over the weekend. As part of this release I 
will be testing that we can bootstrap on both ec2 and hp cloud, and 
doing my usual deploy and expose wordpress test.
