Goose no longer runs juju-core tests

Since juju-core now runs under tarmac as well, I disabled running the
juju-core test suite before landing goose changes.
There is still a small gap, because the directory where goose code
lands is in the GOPATH used when testing juju-core. (Which means
landing a change to goose can break juju-core trunk.)
However, we really need dependency management. As I've had to manually
install both golxc and gwacl (and update it) in the last week.
I'm focused on API right now. Would anyone have time to do dependency
management stuff?
