TestIdWithNonDefaultRelease fails

I managed to track it down (I don't have the package 'distro-info'
installed). However, should we require that package to run the test suite?

Should the test check to see if /usr/share/distro-info/ubuntu.csv
exists, and Skip if it doesn't?

Right now it doesn't exist on go-bot, so that test will fail. I'm
reasonably ok with installing it there, but at the very least the test
suite should probably have an failure message that indicates why it
might be failing?
