Amazon regions

Hey David,

I've been finding a few errors again trying to use the local Amazon
region instead of the default one. I get errors like:

  error: cannot upload tools: cannot write file
"tools/juju-1.9.7-precise-amd64.tgz"
  to control bucket: Please re-send this request to the specified
temporary endpoint.
  Continue to use the original request endpoint for future requests.

and

  error: cannot query old bootstrap state: Get : 301 response missing
Location header

I recall you've fixed something related to that before I left on
holidays. Are you still using your local region, and have you observed
anything like that lately?
