hmm. this shouldn't have been deleted from juju-core that was a mistake, we
just wanted a copy to start working with on some new feature exploration.
this mechanism originated after a conversation on how to proceed with red's
squad work between myself and mark ramm. we should resurrect the charm code
in core if its an issue.
