fix committed/fix released

Hey all

In our meeting this evening it came up that, since we're now doing
regular releases, we ought to draw a distinction between "fix committed"
and "fix released". In future, when marking bugs fixed, please do the
following:

 1) Mark it "fix committed".
 2) Target it to the next milestone.

We'll also need to mark the committed bugs as released when we actually
release that milestone: dave, my understanding is that tim is in a
position to point you towards scripts that can assist with this and
perhaps save you a bit of busywork.
