When I saw the traceback, essentially git has decided to require users
to identify themselves before committing. And juju was just using the
default identification for commit.

I imagine that if Tim set up git config manually, juju-core would
probably grab his committer information from his $HOME dir. (Whether
it should do that as a test-isolation issue is probably something
different.)

Can you give that a try Tim? (git config ... as requested in the
failure message.)
