Can we add `juju-local` metapackage to the PPAs?

It is already in the stable ppa, just not devel. It doesnt show up on the
normal ppa listing because that shows the source package. But the binary
juju-local package is also built from the juju-core source package.  You
should be able to see juju-local if you click view packages.

As for ppa:juju/devel, we need to change how it is built to match the
Ubuntu packaging.  Currently it is built from an LP recipe that doesn't
build the extra bits.
