I've written up a doc about placement directives (the Foo in 'juju
deploy --to FOO') and how it compares with constraints.

I'm interested in hearing feedback, and then we should probably roll
that into something in the juju docs directly.

This is partially motivated because the MaaS provider wants to expose
some custom functionality, and we are trying to figure out how it fits
into everything.
