1.14 might also include API everywhere depending on timeline, which
allows 1.16 to disable direct state access, which could then become a 2.0.

The main blocker for 2.0 is that our Upgrader code says "if
version.major != newversion.major { return err}"

So the version *before* 2.0 needs to support Major Version Upgrades
(for whatever that actually means).

It does mean that we want API everywhere before 2.0. But I think we
are still open for the specifics about what is specifically in 1.14
and what the stable version after 1.14 is.
