Hi Dave,

It seems that with 1.13.0 we broke private clouds by missing the
juju-metadata plugin.

This is found in cmd/plugins/juju-metadata

To fix this we need to update lp:~dave-cheney/juju-core/package
to update debian/rules to add
  go install -v launchpad.net/cmd/plugins/juju-metadata

This /should/ be all we need to do.

Can we plz fix this for 1.13.1?
