Docs again

Hey jujuers,

Sorry for bothering about this again, but once more documentation that
existed in the prior documentation seems to be missing.

Apparently there's nothing in the new documentation about how to
*implement* configuration support in a charm, which seems like a huge
deal.  Please look for "options:" or "config-get" in the new
documentation and the old documentation.

In addition, the documentation at

    https://juju.ubuntu.com/docs/authors-charm-anatomy.html

still has broken indentation for the examples.

Also, the URL that used to host the old documentation is gone:

    https://jujucharms.com/docs/charm.html

As a side note, jujucharms.com never 404s. Anything works:

    https://jujucharms.com/any/path/really.html
