debug-hooks are coming

Hi folks,

I've just landed support for debug-hooks in juju-core.

I know a few people have been waiting for this, so just wanted to alert you
to the fact before the next release. Didn't quite make it into 1.13.0,
unfortunately.

I'd appreciate someone giving it a shot to make sure it doesn't just work
on my machine. If you have any issues, please let me know and/or comment on
the bug: https://bugs.launchpad.net/juju-core/+bug/1027876
