Why does --upload-tools now append a .1 build revision ?

I wasn't aware of this resolution; AFAICT we do still want to
differentiate between dev versions and non-dev versions, because there's
no expectation of compatibility between dev versions and those using
them should be suitably prepared. The only change has been to no longer
consider odd major and patch versions to indicate development status.
My understanding is that you want to use build numbers for daily
releases (all of which are I presume dev rather than release?), and that
the unique incrementing build numbers in --upload-tools conflict with
these in some way, but I haven't been able to understand how. Would you
expand on this?
