Interim plan to move away from the mongo tarball

Thanks James.

I have a branch which swaps out or mongo tarball for the raring 
2.2.4+ssl version in the archive. I can confirm, bootstrapping on raring 
works as expected!

Can you give me an idea on the timeframe for getting a backport into 
quantal (not really important) and precise (super important) ?
