It would be insanely cool if juju supported migrating services from a
"same machine" deploy to its current model.  Users could then add
instrumentation to their installs that could, possibly, trigger
automatic horizontal scaling at that point.  Or, the opposite: as load
decreases, gradually scale back your cloud, right back down to "same
machine".

Yeah, tons of work, I know.
