mongo TLS is awesome

I should probably mention that if anyone is using Go juju, the
TLS change is non-backward compatible. You'll have to
restart any environments you have going (there's probably
a way to do it manually if you really want to, by patching
the mongo upstart script, upgrading, then restarting mongo).
