juju bootstrap broken by cert changes

% juju bootstrap --upload-tools -e ap-southeast-2 --debug

I appear to have certs for us-east-1 and us-east-2 so at some point in 
the future it looks like juju was generating them. What do I need to do 
to generate a cert for ap-southeast-2 ?
