FWIW, I feel this is not specific to deploy -- if anything, I feel it
should be handled by juju.Conn (ie Conn.State should always check for
secrets in /environment and copy them up if not present). This feels
smarter than having to have special behaviour on those commands which
might cause the PA to have to take some action -- we got that analysis
wrong in python to begin with, and if/when we add new commands we're
likely to get it wrong again, simply because we just might not happen to
think of it.
