For the list benefit, as we discussed yesterday moving code that we
want working out because tests are flaky may not be the best approach.

#1025222 was fixed a while ago, on
https://codereview.appspot.com/6490083, and it was a real bug. That's
the kind of reason why I don't think we should move it out before we
have some better motivation. We want this code working.

#1062038 claims it can't get in touch with the server, which probably
indicates a slow MongoDB process startup due to disk churning. I'm on
SSD so I don't really see that kind of issue, but it may be just a
matter of increasing the timeout so that on first connection it works.
