  * Fix reproducibility issue by un-embedding build paths.
  * Set OPENMM_CUDA_COMPILER in debian/rules for downstream builds with
    nvidia-cuda-toolkit.
  * Add Provides and X-Python3-Version to Python package.
  * Update debian/todo.
