  * SECURITY UPDATE: Mishandles sec prefixes in cookie names
    - debian/patches/CVE-2021-41819.patch: when parsing cookies, only
      decode the values in lib/cgi/cookie.rb, test/cgi/test_cgi_cookie.rb.
