petsc (3.14.0+dfsg1-1) experimental; urgency=medium

  * New upstream release.
    - ABI bump to 3.14
    - docs currently split between old format in docs subdir
      and new sphinx-generated docs in html subdir.
      Use html/index.html as root index.
  * Use dh_sphinxdoc to manage standard .js scripts.
    Manually download auto-render.min.js, katex.min.css and
    katex.min.js from https://cdn.jsdelivr.net/npm/ to avoid privacy
    breaches when reading docs.
