  * Rebuild against libboost-python >= 1.71.0-7+b1 for python3.9

  * Fix support for all python3 versions. Closes: #972198.
    Note: whether all supported versions are built will depend on whether
    dependencies (libboost-python-dev) have built support yet.
  * Re-enable dh_dwz as it appears to be fixed.
