* Fix package for the gfortran transition (LP: #199190).
Based on Kumar Appaiah changes for 4.0.1-4
* debian/control:
+ Use newer Build-Depends on libblas-dev and liblapack-dev.
+ Build-Depend on gfortran.
* debian/rules:
+ Use --with-blas and --with-lapack to force use
of reference BLAS and ATLAS.
* debian/patches:
+ dontuse_lapack.diff is not needed because of
configure options.
* Removed now obsolete README.Debian:
+ remove debian/libitpp-dev.docs
+ remove README.Debian from debian/libitpp6gf.docs
* Modify Maintainer value to match the DebianMaintainerField
