I'm not familiar with PKVM, but if you run 'rpm -ql json-c', I suspect
you'll only see the library files, not the header files. On RHEL 7.2, I
have:
$ rpm -ql json-c
/usr/lib64/libjson-c.so.2
/usr/lib64/libjson-c.so.2.0.1
/usr/lib64/libjson.so.0
/usr/lib64/libjson.so.0.1.0
...
$ rpm -ql json-c-devel
/usr/include/json
/usr/include/json-c
/usr/include/json/arraylist.h
/usr/include/json/bits.h
/usr/include/json/debug.h
...
