[PATCH 02/46] acpi: battery: reduce scope of variables

cppcheck is picking up some minor style issues which can
be easily fixed:

[src/acpi/battery/battery.c:70]:
	(style) The scope of the variable 'buffer' can be reduced.
[src/acpi/battery/battery.c:133]:
	(style) The scope of the variable 'new_value' can be reduced.
[src/acpi/battery/battery.c:155]:
	(style) The scope of the variable 'new_value' can be reduced.
