New fwts version for Precise

Hi all:
  As working on the SRU in bug 1033451 Clint Byrum mentioned "Micro
Release Exception"
(https://wiki.ubuntu.com/StableReleaseUpdates/MicroReleaseExceptions).

  For applying the MRE, we have to write down our stable release
policy and the test plan for it basically, and send it to the
technical board mailing list for review.

  From the bug that it is indicated that we have to go through the MRE
process because the diff is just too large.

  Another possible (maybe easier) is the backport route
(https://wiki.ubuntu.com/UbuntuBackports). It *seems* to have a looser
restriction but the drawback is that *-backports is not enabled in
sources.list by default.

  Any thought?
