Bug description:
  in Ubuntu, we added a change for:

  Add busybox-initramfs binary package and initramfs flavour

  currently w/ git-ubuntu ubuntu/devel branch at commit
  e96dc506174e2b1690cd3ef1d4ee61652106a358

  There will need a little rework, such as with commit
  1c4113f056a68a149509659cd437cfe630e95784 where we'll need to ship zz-
  busybox in the standard busybox package for use in initramfs-tools,
  ensure that busybox is used for initramfs-tools and not busybox-
  initramfs, and likely other small changes.

  the addition of a pared down binary was rejected in Debian, and
  maintaining the delta for a slightly smaller install in the initrds
  isn't worth the tradeoff in 2026
