Bug description:
  I have a clean installation of Ubuntu 26.04, which is the only
  operating system installed on this PC. There is no dual-boot
  configuration.

  GRUB is configured to stay hidden (GRUB_TIMEOUT_STYLE=hidden and
  GRUB_TIMEOUT=0), and initially it works correctly.

  After some normal shutdowns and reboots, the GRUB menu unexpectedly
  appears during boot, even though the configuration has not been
  changed.

  Running the following commands temporarily fixes the problem and hides
  the GRUB menu again:

  sudo grub-editenv - create

  sudo update-grub

  However, after some time the problem returns and the GRUB menu is
  displayed again.

  This happens on a BIOS/Legacy installation using the grub-pc package.
  I have not found a reliable way to reproduce the issue every time, but
  it has happened repeatedly.
