Firstly, want to say thank you and appreciate the rapid response in
putting out the upgrade block in the first place to avoid users having
issues.

Understand that in the initial haste, the coverage of the block
condition was made too wide. I agree with people here that both a
version check for unaffected versions + a y/n prompt and warning would
be a good next step for now.

Bug description:
  In https://bugs.launchpad.net/ubuntu/+source/rabbitmq-
  server/+bug/2074309, we added a release upgrade block from jammy to
  noble if rabbitmq-server is installed. That's because the version in
  jammy cannot be upgraded in one step to the version shipped in noble.

  There are cases, however, where users have installed rabbitmq-server
  from an outside repository, like upstream's, or a ppa, and not from
  the ubuntu archive. In these cases, they might have the version that
  can be upgraded to noble without issues.

  There are two alternatives here:
  - improve the check to include a version comparison
  - relax the check and just warn the user, giving an option to continue with the upgrade or abort.
