Hi Paul,
I upload the full log.

More clues about the issue:
I tried five times to do the operation, all of them show the same problem.
I even tried to move the workdir to other place, instead of /tmp/, but still showing the same error.
I tried to do chmod 777 for the directory of workdir/chroot/, but still showing the same error.
I installed a VM (ubuntu24.04 with KVM enabled) on the same phiscal host, and do the same operation in the VM, then it has no problem.
I tried on another physical machine, it has no problem.

  ubuntu-image to build a riscv64 image for Noble:
