Public bug reported:
After unstaging cloud-init from the ubuntu-desktop-provision snap,
subiquity fails to validate cloud-init data.
Subiquity relies on *_ORIG environment variables to generate an
environment outside of the snap context, however these are not set
correctly in the ubuntu-desktop-bootstrap snapcraft.yaml. The result is
finding the python executable inside of the snap which can't import the
'cloudinit' submodule.
