[Bug 2081222] [NEW] do-release-upgrade fails saying "may be caused by unofficial packages"

Public bug reported:

It used to say "may be caused by unofficial packages not provided by
Ubuntu", but the log files I was directed to had hundreds of entries
saying "could not find a suitable alternative for x package". Many of
these packages were in fact installed from apt, so I don't know which
packages are actually causing issues and which messages are normal. I
then completely reset my /etc/apt/sources.list and
/etc/apt/sources.list.d, but it still errors, and now without the "may
be caused" message. "Could not calculate; unresolvable problem occurs;
if none of this applies"
