Thank you for taking the time to report this bug and helping to make
Ubuntu better. At the bottom of the screenshot I can see:

Err:20 http://ddebs.ubuntu.com jammy-updates/main amd64 Packages
  File has unexpected size (485244 != 47672). Mirror sync in progress?

This is a know problem with the ddeb mirror that can have an outdated
Packages file during update. There is nothing you can do on your side to
fix it.

As workaround you could disable the ddeb mirror.

  dpkg continues to need configuring upon installs maybe

  Invalid

Bug description:
  I have had this going on for 3 months, nearly every time I install a package with "apt install package" it says dpkg needs to be configured. This latest one was while trying to do this:

  It needed 'dpkg --configure a', it always needs that for installing a new package that way now. I also sometimes have a screen freeze where mouse cursor is not shown and nothing works except screen showing what was last displayed, I have to force power off and restart and it like always has to clear orphaned inodes.   Feel free to ask if you have any questions or further things you want. I am on regular Ubuntu 22.04.4 LTS Desktop Pro on an upgraded Lenovo Thinkpad T460. Here is apt-cache for dpkg.

  I expect apt install to install no errors. An error I can't identify
  now occurs or something and it like always needs to be configured to
  use it. I do not know if this is a security vulnerability, I do
  practically nothing that could interrupt dpkg to like my knowledge
  which is limited. All as per one might be maybe or might not be maybe,
  maybe or maybe not, maybe.
