  Noble not responding, stuck on Cleaning up phase, while Upgrading from
  22 to 24

Bug description:
  I started upgrading from 22 to 24 and during the Cleaning up phase the
  "Noble is not responding" message appeared and 100% CPU was being
  used. I never closed Noble and after around 15-20 minutes (while I was
  just reporting this here) it got unstuck and continued the
  installation. I had to ignore the "Noble is not responding" message
  (clicked Wait) several times though.
