[Bug 2080017] [NEW] unable to upgrade to 24.04 due to postgresql-9.5

Public bug reported:

I am trying to upgrade my version of Ubuntu to 24.04 but it states that:

The package 'postgresql-9.5' is marked for removal but it is in the
removal deny list.

I'm not sure how to allow postgresql 9.5 to be removed so that I can
continue with my upgrade.
