But please note that we cannot guarantee old versions of packages to
remain installable, holds and PPAs generally are not supportable. It
just seems that in this particularly case one can find a solution, as
APT itself happily upgrades everything.

Bug description:
  Ubuntu-release-upgrade fails because it won't ignore zoneminder which must NOT be upgraded.
  I had already commented out that ppa because the release-upgrade wouldn't even start with that ppa listed.
  I have zoneminder frozen at the last release that actually works.
