[Bug 2084078] [NEW] ubuntu-image fails with --snap snap that has a consumer plug no default-provider

Public bug reported:

Error: Error preparing image: prerequisites need to be added explicitly:
cannot use snap "gwenview": default provider "ffmpeg-2204" or any
alternative provider for content "ffmpeg-2204" is missing

And cups

Error: Error preparing image: prerequisites need to be added explicitly:
cannot use snap "kwrite": default provider "cups" or any alternative
provider for content "foo" is missing

Removing these from the snap breaks things for non core users.
