Bug description:
  When late-command is running, ubuntu-desktop-bootstrap shows the
  installation is complete, and "Reboot" option is available, making the
  user able to reboot the system while a long-running late-command is
  still working.

  Expected: When late-command is running, the ubuntu-desktop-bootstrap
  UI should still show the installer in progress.
