I have also faced the same issue after upgrading from Ubuntu 23.10 to
Ubuntu 24.04. In my case, the issue is resolved after using the
following commands.

1. To remove the problematic package and its dependencies

      $ sudo apt-get remove --purge libeccodes-data

      $ sudo apt-get autoremove

2. Update the package list

      $ sudo apt-get update


3. Install the package manually

      $ sudo apt-get install libeccodes-data

4. Install the dependencies of that package

      $ sudo apt-get install gnudatalanguage libeccodes0
libgnudatalanguage0

Bug description:
  Environment: Ubuntu 23.10 mantic LTS, wayland, macpro 2013 trashcan,
  luks2 encrypted lvm, gnome 45, kernel Linux 6.5.0-28-generic,

  Upgrading from 23.10, April 27th 2024, via terminal using do-
  distribution-upgrade -d results in too many errors and upgrades fail:

  
  running "do-distribution-upgrade -d" will fail:

  a splash appears and it states that grub-efi-amd64 grub boot loader
  was previously installed to a disk that is no longer present, which is
  odd since it is the disk lvm I am installing ubuntu on, I continue by
  selecting /dev/nvme0n1p1

  and after running "apt update/full-upgrade" again it fails:

  (Reading database ... 393989 files and directories currently installed.)
  Preparing to unpack .../libeccodes-data_2.34.1-1build2_all.deb ...
  Unpacking libeccodes-data (2.34.1-1build2) over (2.31.1-1) ...

  Also reinstalled and enabled gdm3 service since it got stuck at boot
  last three times I tried, prior to reboot.

  
  With the failed upgrade restarting the computer will result in a hang and fail to load the gdm.service and system will be unusable.
