  ubuntu pro integration interferes with dist-upgrade prompting

Bug description:
  Using 1:20.04.10.18 on an uptodate focal system

  $ update-manager -c

  displays the standard UI with the list of Pro updates instead of
  showing the dialog prompting to upgrade to 22.04 LTS
