[Bug 2051032] [NEW] LXD should always be installed from the LTS track rather than the feature one

Public bug reported:

lxd-installer should install LXD from the LTS snap track rather than the
monthly feature one. Both are described in
https://documentation.ubuntu.com/lxd/en/latest/explanation/security/#supported-
versions. In the absence of specific user instructions (manually `snap
install lxd --channel ...`) it is best to err on the side of caution and
use the LTS release even on interim Ubuntu releases.

The monthly feature track being associated with more risks, it should be
opt-in.
