  Remove ubuntu-image from noble

Status in ubuntu-image package in Ubuntu:
  Fix Released

Bug description:
  The ubuntu-image tool is now only delivered via a snap. The deb
  version is outdated and right now we have no intention to provide it
  also as a deb. And for the LTS version we want to get rid of any
  confusion.

  Let's remove ubuntu-image from noble.

  There's no reverse dependencies.
