[Bug 2052421] [NEW] lintian-explain-tags: Discrepancy between man page and --help message

Public bug reported:

This bug report concerns the lintian-explain-tags executable, in
particular the --tags flag. According to the help message:

 -t, --tag, --tags  display tag descriptions

And according to the man page:

 -t, --tag, --tags
           This option has no effect. It exists for historical reasons

Having tested it, the help message is correct.
