Both issues are resolved for me in sbuild 0.87.1ubuntu3. I did have to
delete my noble tarball and let sbuild rebuild it before it resolved,
but it seems to be working now.

Bug description:
  Running sbuild 0.87.1ubuntu2 on a Plucky development VM.

  Trying to build any package (including GNU hello) against noble
  results in a build failure due to missing build dependencies:

  Trying to build any package (including GNU hello) against noble-
  backports results in a build failure due to what looks like incorrect
  arguments being passed to an internal function:
  https://termbin.com/1tgl Note the line `The repository
  http://deb.debian.org/debian $1 Release' does not have a Release
  file.`
