Bug description:
  Nobel Dev - Upgraded fron 22.04.3 via sources.list

  This was workign great until the release upgrade.

  Piror to it, it was running from a netplan yaml file with sr-iov, and
  networkd. Sfter the release upgrade, it had no netwroking.

  O netwrok netplan apply, it then tried to start NetworkManager, even
  though Nit was not the renderer and was masked.
