I have not upgraded from the previous version but done a fresh install
from Beta, so I have /etc/apt/sources.list.d/ubuntu.sources in deb822
format. Should I remove it and copy /etc/apt/sources.list from an old
installation? Thanks.

and i don't have /etc/apt/sources.list.distUpgrade

Bug description:
  Or original goal was to have deb822 by default in 23.10, but this has
  been pushed back, so we should not migrate to deb822 sources on
  upgrades to Mantic.

  Those who upgraded early to mantic will have deb822 sources, which are
  still functional, but they will see bugs with e.g. software-properties
  UI (bug 2033949). Users can revert the default sources by doing:

  $ rm /etc/apt/sources.list.d/ubuntu.sources
  $ cp /etc/apt/sources.list.distUpgrade /etc/apt/sources.list
