[Bug 2034994] [NEW] grub boot gfx /non-text mode buggy on RTX cards

Public bug reported:
After an ASUS X570-PRO BIOS update, and installation of an ASUS RTX 4070
(4070, not 4070 ti) card (and only after the installation of a RTX 4070
card), the grub boot menu would skip two lines on a single key press,
making editing the boot command line very difficult or selecting a non-
ubuntu boot partition. Also there were issues with the display turning
off after the ubuntu splash screen would be displayed. Removing the
splash and graphics boot options to force text mode until X11 started
resolved this.
Graphics boot provides little benefits. I recommend making grub boot to
text mode by default unless the user explicitly selects this option. It
also will prevent anyone else upgrading to a RTX card from running into
similar issues.
Just changing the grub boot menu to text wasn't enough. I had to remove
the the splash and vt handoff/gfx options for Ubuntu to boot properly.
