I've filed a bug upstream on this issue.  I feel it's probably a snapd problem.
In any case Ubuntu doesn't install the snap by default so this isn't a bug for 'Ubuntu's fwupd package'.  I'm going to close the Ubuntu bug for it, and we can discuss the root cause for the snap issue in the upstream tracker.

Bug description:
  On mantic, fwupd is 1.9.3 it works fine. But the snap from the
  stable(1.9.3) or edge(1.9.4) channel doesn't  support it.
